If your budget is tight, I'd genuinely consider putting the extra money that separates the R5 and R9 into a proper set of load-cell pedals or a rigid cockpit mount instead of chasing the higher torque tier — both of those affect your actual lap time and feel more than the torque difference does for most road racing.
I'd rather see a new racer show up to their first few club races on an R5 with genuinely good pedals and a rigid mount than on an R9 bolted to a wobbly desk — the torque tier is the smallest piece of that overall picture, even though it's the number that gets the most attention in comparison threads.
How I'd actually decide
If I were starting from scratch today with a clean budget, I'd think about it in this order: figure out what you're actually going to race most, be honest about your budget ceiling including tax and shipping, and then buy the best option within that ceiling rather than stretching for a marginally better spec that puts you over budget. Overspending on one component and then being stuck with a compromised setup everywhere else is a worse outcome than a balanced, slightly more modest setup across the board.
It's also worth resisting the urge to buy for the racer you hope to become rather than the one you actually are today. If you're not sure yet how many hours a week you'll realistically put into this hobby, a more modest choice that you can upgrade from later is usually the smarter financial decision than committing to the top tier immediately, even if the top tier is technically the better long-term outcome for someone who ends up racing every day.

None of these mistakes are really about the products themselves — they're about the decision-making process around buying them, which is honestly where I see more sim racers waste money than on any specific bad product choice.
How this decision ages over time
It's worth thinking beyond the initial purchase to how this choice holds up as your own skill and interest in the hobby develop. Something that feels like the right call for a beginner can start to feel limiting after a year of regular racing, while something that feels like overkill at first can end up being exactly right once your habits catch up to it. I'd rather make a slightly conservative choice now and upgrade deliberately later than overcommit to something I'm not yet sure I'll actually use to its full potential.
I'd also encourage checking in with your own decision six months or a year after making it, honestly assessing whether it turned out to be the right call.
